2-1. Recruitment
The Fleet operates under the Starfleet Command, and as such all personnel is submitted to the Fleet via internal transfer as decided to by the Starfleet Personnel Officer.

  1. The Fleet maintains the right to petition for specific personnel to cover its needs, as long as the Starfleet Personnel Officer can cover that need.
  2. The Fleet maintains the right to request the transfer to its ranks specific officers and/or ships, which will be granted as long as the aforementioned officers or ships are not part of another fleet, special task force or otherwise occupied by an assignment. Said officers and/or ships will be transferred to the Fleet at the first available time.

2-2. Holdings
The Fleet, as per standard Starfleet Command Regulations, has the right to procure and maintain its own holdings. It falls under the Fleet Command to care for equipping, establishing and maintaining the said holdings, as the Fleet Command dims appropriate to fulfill the needs of the Fleet.

  1. The Fleet has the right to maintain one (1) Deep Space Starbase, hereafter referred to as FSB.
    1. The Fleet currently maintains an FSB, Starfleet Code Name: 101st Fleet Stabase / Designation Number: K-101FSTB-T4M4E4S4 / Location: Deep Space, Aldebaren Sector, Eta Eridani Sector Block.
  2. The Fleet has the right to maintain one (1) Fleet Embassy, hereafter referred to as The Embassy, on the New Romulus Planet, as it is allowed by both parties signing the Romulan Republic-United Federation of Planets Cooperation Pact.
    1. The Fleet currently maintains an Embassy, Starfleet Code Name: 101st Fleet Embassy / Designation Number: E-101FENR-T3DI3R3 / Location: New Romulus Planet, New Romulus System, Nimbus Sector, Tau Dewa Sector Block.
  3. The Fleet has the right to maintain one (1) Fleet Mining Operations Outpost, hereafter referred to as The Mine, on the Vlugta asteroid field. As agreed upon by both the United Federation of Planets and the Ferengi Commerce Authority.
    1. Fleet currently maintains a Mine, Starfleet Code Name: 101st Fleet Mine / Designation Number: M-101FM-T3TR3DE3 / Location: Vlugta asteroid field, Cardassia Sector, Beta Ursae Sector Block
  4. The Fleet has the right to maintain one (1) Fleet Forward Command Spire Outpost, hereafter referred to as The Spire, on the Solanae Dyson Sphere. As agreed upon by both the United Federation of Planets,
    the Klingon Empire and the Republic of Romulus in the form of Dyson Joint Command.
    1. Fleet currently maintains a Spire, Starfleet Code Name: 101st Fleet Spire / Designation Number: S-101FS-T3RS3OP3 / Location: Allied Zone, Solanae Dyson Sphere, Delta Quadrant.
  5. The Fleet has the right to maintain additional holdings as stated on Article 2, Section 2-2 of the current, in which case addenda will be put under Paragraph D and forth.

2-3. Ranking System
The Fleet uses the standard Starfleet Ranks, designated by the addition of the Fleet’s name as a prefix, (E.g. 101st Fleet Ensign or Fleet Ensign for sort). The Fleet Command maintains the right to alter the composition of inter-fleet ranks.
2-4. Fleet Ranks

  1. 101st Fleet Ensign: Any officer that is invited and accepted to the 101st fleet (see Article 2, Section 2-1) will do so at the rank of Ensign, the said officer will be a probationary member under the guidance of senior officers of the fleet. While not entirely a full member the Ensign will have to perform various duties as stated by its superiors. Moreover, in order for the said member to be promoted to the next rank, he must be online in a continuous uninterrupted way of no less than a week for a period of thirty days, be social and polite, communicate with his fleet fellows, participate in fleet missions and register to the official fleet site. Final decision for the eventual promotion of the said Ensign resides to the Fleet Evaluation Tribunal Board. The benefits Fleet Ensign gains upon joining the 101st Fleet are: (see also Appendix 2 – Tables and Forms – Table 1 – Fleet Ranks Summary).
    1. Fleet Ensigns benefit with fleet communication in several fleet channels such as Fleet Standard Channel Frequency (see Article 4, Section 4-2), Fleet Long Range Frequency (see Article 4, Section 4-3), Fleet Holonet Frequency (see Article 4, Section 4-6), Fleet Operations Channel (see Article 4, Section 4-7).

    The obligations a Fleet Ensign has are:

    1. Fleet Ensigns must try to participate in such channels as the participation in the said channels is monitored and attributed to each member for the said member’s evaluation (as per Article 6, Section 6-1).
    2. Fleet Ensigns are obligated to participate in fleet events and missions if any should occur during the probation period.
    3. Fleet Ensigns are obligated to be active for periods of time and try to assist the Fleet in any way possible.
    4. Fleet Ensigns must be polite and exercise good manners towards fellow members, as well as any allies of the Fleet.
    5. Fleet Ensigns are obligated to register on the Fleet Holonet Frequency (www.101st-fleet.com)
    6. Failure to comply with the above proceedings will result in termination from the fleet and transfer to Federation Reserve Fleet for further revaluation. (as stated on Article 7)

    In Order for a Fleet Ensign to be promoted to the next rank the following must be met:

    1. A member must be active for at least seven (7) days in total over a period of thirty (30) consecutive days.
    2. A member must be in line with all the obligations of the rank the said member carries.
    3. Fleet Evaluation Tribunal Board has the right to decline promotion for disciplinary reasons.

  2. 101st Fleet Lieutenant: Any Fleet Ensign that complies with the demands of the Regulation and fulfills the probationary period of 30 days will come under the Fleet Evaluation Tribunal Board for evaluation and eventual promotion. The benefits and obligations of a Fleet Lieutenant are (see also Appendix 2 – Tables and Forms – Table 1 – Fleet Ranks Summary):
    1. Fleet Lieutenants benefit with fleet communication in several fleet channels such as Fleet Standard Channel Frequency (see Article 4, Section 4-2), Fleet Long Range Frequency (see Article 4, Section 4-3), Fleet Holonet Frequency (see Article 4, Section 4-6), Fleet Operations Channel (see Article 4, Section 4-7).
    2. Fleet Lieutenant has the right to invite an officer of the Federation or of the Romulan Republic (assigned to the Federation) into the Fleet; the member joins as a Fleet Ensign and follows the appropriate procedures.

    The obligations Fleet Lieutenants have are:

    1. Fleet Lieutenants must try to participate in such channels as the participation in the said channels is monitored and attributed to each member for the said member’s evaluation (as per Article 6, Section 6-1).
    2. Fleet Lieutenants are obligated to participate in fleet events and missions if any should occur.
    3. Fleet Lieutenants are obligated to be active for periods of time and try to assist the Fleet in any way possible.
    4. Fleet Lieutenants must be polite and exercise good manners towards fellow members, as well as any allies of the Fleet.
    5. Fleet Lieutenants are obligated to register on the Fleet Holonet Frequency (www.101st-fleet.com)
    6. Failure to comply with the above proceedings will result in a hearing by the Fleets Disciplinary Tribunal Board with the possibility of Fine, Demotion and/or Termination of the Fleet and return to the Federation Reserve Fleet for revaluation (as stated on Article 7)

    In Order for Fleet Lieutenants to be promoted to the next rank the following must be met:

    1. A member must be in line with all the obligations of the rank the said member carries.
    2. A member must procure for the Fleet in form of provisions, Duty Officers, Dilithium and any other available resource demanded by the Fleet Holding Projects, at a sum of at least forty thousand (40000) Lifetime Fleet Credits.
    3. Fleet Evaluation Tribunal Board has the right to decline promotion for disciplinary reasons.

  3. 101st Fleet Lieutenant Commander: Any Fleet Lieutenant that complies with the demands of the Regulation and fulfills all the demands of his rank, will come under the Fleet Evaluation Tribunal Board for evaluation and eventual promotion. The benefits and obligations of a Fleet Lieutenant Commander are(see also Appendix 2 – Tables and Forms – Table 1 – Fleet Ranks Summary):
    1. Fleet Lieutenant Commanders benefit with fleet communication in several fleet channels such as Fleet Standard Channel Frequency (see Article 4, Section 4-2), Fleet Long Range Frequency (see Article 4, Section 4-3), Fleet Holonet Frequency (see Article 4, Section 4-6), Fleet Operations Channel (see Article 4, Section 4-7).
    2. Fleet Lieutenant Commanders have the right to invite an officer of the Federation or of the Romulan Republic (assigned to the Federation) into the Fleet; the member joins as a Fleet Ensign and follows the appropriate procedures.
    3. Fleet Lieutenant Commanders can formulate and launch fleet missions under the form of Fleet Events, members of any rank can join such events.

    The obligations Fleet Lieutenant Commanders have are:

    1. Fleet Lieutenant Commanders must try to participate in such channels as the participation in the said channels is monitored and attributed to each member for the said member’s evaluation (as per Article 6, Section 6-1).
    2. Fleet Lieutenant Commanders are obligated to participate in fleet events and missions if any should occur.
    3. Fleet Lieutenant Commanders are obligated to be active for periods of time and try to assist the Fleet in any way possible.
    4. Fleet Lieutenant Commanders must be polite and exercise good manners towards fellow members, as well as any allies of the Fleet.
    5. Fleet Lieutenant Commanders are obligated to register on the Fleet Holonet Frequency (www.101st-fleet.com)
    6. Failure to comply with the above proceedings will result in a hearing by the Fleets Disciplinary Tribunal Board with the possibility of Fine, Demotion and/or Termination of the Fleet and return to the Federation Reserve Fleet for revaluation (as stated on Article 7)

    In Order for a Fleet Lieutenant Commander to be promoted to the next rank the following must be met:

    1. A member must be in line with all the obligations of the rank the said member carries.
    2. A member must procure for the Fleet in form of provisions, Duty Officers, Dilithium and any other available resource demanded by the Fleet Holding Projects, at a sum of at least seventy thousand (70000) Lifetime Fleet Credits.
    3. Fleet Evaluation Tribunal Board has the right to decline promotion for disciplinary reasons.

  4. 101st Fleet Commander: Any Fleet Lieutenant Commander that complies with the demands of the Regulation and fulfills all the demands of his rank, will come under the Fleet Evaluation Tribunal Board for evaluation and eventual promotion. The benefits and obligations of a Fleet Commander are (see also Appendix 2 – Tables and Forms – Table 1 – Fleet Ranks Summary):
    1. Fleet Commanders benefit with fleet communication in several fleet channels such as Fleet Standard Channel Frequency (see Article 4, Section 4-2), Fleet Long Range Frequency (see Article 4, Section 4-3), Fleet Holonet Frequency (see Article 4, Section 4-6), Fleet Operations Channel (see Article 4, Section 4-7).
    2. Fleet Commanders have the right to invite an officer of the Federation or of the Romulan Republic (assigned to the Federation) into the Fleet; the member joins as a Fleet Ensign and follows the appropriate procedures.
    3. Fleet Commanders can formulate and launch fleet missions under the form of Fleet Events, members of any rank can join such events.
    4. Fleet Commanders have the right to purchase Fleet Equipment, Ships, Ship Equipment and officers (either Duty or Bridge) from the Fleet Provisional Holding Stores. In doing so he must provide the appropriate Fleet Credits and/or Dilithium needed for the said purchase to occur.

    The obligations Fleet Commanders have are:

    1. Fleet Commanders must try to participate in such channels as the participation in the said channels is monitored and attributed to each member for the said member’s evaluation (as per Article 6, Section 6-1).
    2. Fleet Commanders are obligated to participate in fleet events and missions if any should occur.
    3. Fleet Commanders are obligated to be active for periods of time and try to assist the Fleet in any way possible.
    4. Fleet Commanders must be polite and exercise good manners towards fellow members, as well as any allies of the Fleet.
    5. Fleet Commanders are obligated to register on the Fleet Holonet Frequency (www.101st-fleet.com)
    6. Failure to comply with the above proceedings will result in a hearing by the Fleets Disciplinary Tribunal Board with the possibility of Fine, Demotion and/or Termination of the Fleet and return to the Federation Reserve Fleet for revaluation (as stated on Article 7)

    In Order for a Fleet Commander to be promoted to the next rank the following must be met:

    1. A member must be in line with all the obligations of the rank the said member carries.
    2. A member must procure for the Fleet in form of provisions, Duty Officers, Dilithium and any other available resource demanded by the Fleet Holding Projects, at a sum of at least two hundred thousand (200000) Lifetime Fleet Credits.
    3. Fleet Evaluation Tribunal Board has the right to decline promotion for disciplinary reasons.

  5. 101st Fleet Captain: Any Fleet Commander that complies with the demands of the Regulation and fulfills all the demands of his rank, will come under the Fleet Evaluation Tribunal Board for evaluation and eventual promotion. The benefits and obligations of a Fleet Captain are (see also Appendix 2 – Tables and Forms – Table 1 – Fleet Ranks Summary):
    1. Fleet Captains benefit with fleet communication in several fleet channels such as Fleet Standard Channel Frequency (see Article 4, Section 4-2), Fleet Long Range Frequency (see Article 4, Section 4-3), Fleet Officer Channel Frequency (see Article 4, Section 4-4), Fleet Holonet Frequency (see Article 4, Section 4-6), Fleet Operations Channel (see Article 4, Section 4-7).
    2. Fleet Captains have the right to invite an officer of the Federation or of the Romulan Republic (assigned to the Federation) into the Fleet; the member joins as a Fleet Ensign and follows the appropriate procedures.
    3. Fleet Captains can formulate and launch fleet missions under the form of Fleet Events, members of any rank can join such events.
    4. Fleet Captains have the right to purchase Fleet Equipment, Ships, Ship Equipment and officers (either Duty or Bridge) from the Fleet Provisional Holding Stores. In doing so he must provide the appropriate Fleet Credits and/or Dilithium needed for the said purchase to occur.
    5. Fleet Captains hava the right to Promote any fleet member, when the Fleet Evaluation Tribunal Board elects that the said member is worthy of promotion.
    6. Fleet Captains hava Diplomatic clearance to invite non-fleet members to Fleet Holdings (FSB, Embassy, Mine)
    7. Fleet Captains can communicate through Fleet Officer Channel Frequency with other officers of the Fleet.
    8. Fleet Captains have clearance to communicate with the fleet via the Inter-fleet mail service. Fleet Mail Service should be used only for important Fleet notifications.
    9. Fleet Captains have clearance to add comments to a member’s file (Officer Comment).

    The obligations of Fleet Captains are:

    1. Fleet Captains must try to participate in such channels as the participation in the said channels is monitored and attributed to each member for the said member’s evaluation (as per Article 6, Section 6-1).
    2. Fleet Captains are obligated to participate in fleet events and missions if any should occur.
    3. Fleet Captains are obligated to be active for periods of time and try to assist the Fleet in any way possible.
    4. Fleet Captains must be polite and exercise good manners towards fellow members, as well as any allies of the Fleet.
    5. Fleet Captains are obligated to register on the Fleet Holonet Frequency (www.101st-fleet.com)
    6. Failure to comply with the above proceedings will result in a hearing by the Fleets Disciplinary Tribunal Board with the possibility of Fine, Demotion and/or Termination of the Fleet and return to the Federation Reserve Fleet for revaluation (as stated on Article 7)

2-5. Romulan Republic Personnel
Under the terms of the treaty between the Romulan Republic of New Romulus (Tau Dewa Sector Block, Nimbus Sector, New Romulus System) and the United Federation of Planets; Officers of the Rumulan Republic may serve under the Starfleet as equal members according to rank and standing. The Fleet acknowledges this treaty and honors it in full. All members of the Romulan Republic, be it Romulans or Reman by birth, come into the Fleet as any other member of the United Federation of Planets, and they are treated the same way.

  1. Concerning the Ranks of the Romulan Republic Fleet; Romulan members of the Starfleet follow the said organization’s Rank system, and as such their ranks correspond the same ranks within the Fleet as for all members. No special rules apply.
